McALESTER, Okla. (AP) -- Guidelines that allowed City Manager Randy Green to receive 579-thousand-500 dollars for unused vacation and sick days also were provided to other city administrators.

The McAlester News-Capital and Democrat reports that since 2001, the city has given more than 360-thousand dollars in buyback payments to directors of the seven divisions in the city.

State and federal authorities are investigating the payments to Green.

The city began buying back days from division directors after the McAlester City Council agreed with Green's request in 2001. He had asked that directors have the option of selling excess vacation and sick leave.

Others who received payments include the city treasurer, city clerk and city engineer.
