Bill Chapple is wanted by US Postal Inspectors for mailing white powder to a Green Country woman because he wanted to scare her.
He has a number of tattoos including one with OGBD on his left upper arm. He may be driving a red, 19-91 Chevy pickup with Oklahoma tag 880-MSQ.
