LITTLE ROCK, Ark. (AP) -- Some harsh words are coming from former President Carter about the Bush administration.

Carter says President Bush's White House is "the worst in history" in international relations.

In an interview with the Arkansas Democrat-Gazette, Carter took aim at the White House's policy of pre-emptive war, its Middle East diplomacy and environmental policies.

Carter came down hard on the Iraq war, saying "We now have endorsed the concept of pre-emptive war." He says that's a radical departure from all previous administration policies.

In an interview with BBC radio, the former president also blasts outgoing British Prime Minister Tony Blair's support for the war in Iraq, calling it a "major tragedy for the world." He says Blair's backing of Bush has been "blind" and "apparently subservient."

Carter, who won a Nobel Peace Prize in 2002, also criticized Bush for having "zero peace talks" in Israel.
