Goble was born in Stillwater but spent much of his childhood in Edmond, where he attended the University of Central Oklahoma.

He received a master's degree at the University of Oklahoma and finished his doctorate at the University of Missouri.

Goble taught at several Oklahoma colleges, including Tulsa Junior College (now Tulsa Community College) and the University of Tulsa.

In 1990, Goble co-authored "Little Giant: The Life and Times of Carl Albert" with Carl Albert. He joined the Carl Albert Congressional Research and Studies Center at the University of Oklahoma that year.
