OKLAHOMA CITY (AP) -- Governor Brad Henry's cabinet for his second term includes two new members -- Mike Crutcher as secretary of health and Natalie Shirley as secretary of commerce and tourism.

Crutcher, the commissioner of the Oklahoma Department of Health, succeeds Terry Cline, the former head of the state Department of Mental Health and Substance Abuse.

Cline was recently appointed by President Bush to head the federal Substance Abuse and Mental Health Services Administration.

Shirley succeeds Kathy Taylor, who was elected mayor of Tulsa. She is a former president and chief executive officer of ICI Mutual Insurance Group in Washington.

Henry also announced the promotion of Amy Polonchek from interim director to executive director of the Department of Commerce.
