An Oklahoman who used to run FEMA says the agency's response to Hurricane Katrina has shortcomings. But Joe Allbaugh says the same FEMA that successfully dealt with the September 11th terrorist attacks no longer exists.
Allbaugh says he thinks Congress may revisit its decision to fold FEMA into the Department of Homeland Security. He says when FEMA was placed under Homeland Security; more focus was placed on terrorism than natural disasters.
Allbaugh says current chief Michael Brown doesn't deserve the criticism.
