Tulsa Mayor G.T. Bynum is responding after police said a man shot and killed two other men at random on Tuesday morning.

Police said it started when Carlton Gilford entered the Rudisill Library, walked up to a man who was sitting at a desk, and shot him in the back of the head. The victim later died.

Police said Gilford then went to the QuikTrip at Pine and Peoria where he shot another man in the back of the head and fired several shots at the victim after he fell to the ground.

"Suspect came in, fired multiple rounds. At some point, either ran out of ammunition or the gun stopped working at some point, and our suspect was able to exit the gas station and leave,” Officer Danny Bean said.

Officers arrested Gilford in the parking lot and said he admitted to shooting two people. It appears that he also shot himself, police said.

Mayor G.T. Bynum said it’s a terrible situation.

“That was an awful tragedy and seemingly completely at random is everything that I'm hearing,” Bynum said. “I just feel horrible for the victims and their families and I’m really grateful that the Tulsa Police Department responded so quickly and are doing the necessary follow-up investigation to find out why this happened and to hold this individual into account."

Police have not released the names of the victims yet. Gilford is in the hospital with critical injuries, police said.
