CAPITOL HILL (AP) -- Another Democratic senator has announced he will oppose Michael Mukasey's nomination to be the next attorney general.

Massachusetts Senator Ted Kennedy says Michael Mukasey's unwillingness to say whether the interrogation method known as waterboarding is legal increases chances that it could be used against U.S. troops.

President Bush has said it is unfair to question Michael Mukasey about interrogation techniques on which he has not been briefed. Republican Senators John McCain and Lindsey Graham have announced that they will back the president's nominee.

The vote of New York Democrat Chuck Schumer, who recommended Mukasey to the White House, y decide whether Mukasey's nomination advances. Senator Schumer has yet to say how he will vote in committee next week.
