FEMA officials were in Coffeyville, Kansas Tuesday for a meeting with the city council and residents. It announced plans to help those without flood insurance, which turns out to be the majority of those who suffered damage.

"We can arrange for families that are under stress to have family counseling, at no cost. We'll provide the referrals. There's free legal service available, a wide, wide range of services we can provide through these recovery centers,” said FEMA spokesman Mike McCormick.

Applications for FEMA services are now available at www.fema.gov.
