New developments in Tulsa's 39th homicide.

Tulsa Police say 16-year-old Jimmy Foster turned himself in Thursday morning. He is suspected in Sunday's shooting at the Apache Manor Apartments in the 3600 block of East Young.

Witnesses say some men were standing outside an apartment when someone fired at least three shots.

21-year-old Tyri Rodgers was shot and killed.
