Police said the victim drove up to the officers and said, "help me. I've been shot."
Police said the passenger told officers who the suspect was, the type of gun used, and where she thought the suspect was hiding.
Crime Gun Unit Officers surrounded the apartment building at the Meadows Apartments and say their possible suspect eventually surrendered.
Police currently questioning him now.
The victim told police he was jumped by several people and then was shot as he drove away.
Officers said shooter also fired a shot through the passenger’s door, but the passenger wasn’t hit.
"Unfortunately, it is probably over a bad debt, or bad drugs, or whatever else and unfortunately someone brought a gun to that fight and decided to start shooting,” said Sergeant Rusty Brown with Tulsa Police.
Detectives said they are getting a search warrant to look for the gun used in the shooting.
Police said the victim is expected to survive.
